What do we call employees of GLCs and Statutory Bodies.

There is now a new category of operatives who are neither civil servants or private sector employees. They are those who are employed by the Government Linked Companies [GLCs] and Statutary Bodies. This breed of people seem to be enjoying the benefits of both worlds. They weild the powers that are normally vested with civil sevants and at the same time enjoy the perks that are only associated with private sector employments. People who are picked by Government to lead these organizations enjoy tremendous powers and many of them behave like Semi-Royals or Mini-Nepoleons.

While the civil servants have a code of conduct or General Orders that they have to abide by it is not very clear what code of conduct this catagory of people have to observe. Most private sector companies have only very loose disciplinary codes and some only deal with them at the Board level when they are faced with one. What then is the code of conduct for this new catagory of employees, who for all intent and purpose are "linked" to Government and hence public money is used to drive the operation.
